Open your terminal, drag the unzipped dcraddrgen file to the terminal and drop it. When you do it will give you the correct path. Select the terminal window and hit enter. It's probably the easiest way to get it working. If you still get nothing than you may be missing the go files...
If you click on the link again, will it erase your old entry or can you only change it by entering a new Decred address? I mean the previous entry will remain intact.
It will not erase your first entry. That would be very bad UX design. You are correct that you can only replace the data if you provide a new address.

You have to submit your new address to change it for Airdrop. The latest address you successfully submit(getting an confirmation ID) only counts. Also be sure you've kept the correct address, seed and keys.txt by verifying your address using your seed with verify.bat(for Windows). Also in Windows any time you want to generate a new address for changing the one you already applied in Airdrop submission you better keep a backup in a folder somewhere else with keys.txt and it's seed and then delete keys.txt previously generated and use dcraddrgen.exe to get a new keys.txt and seed for that new address. If someone wants to keep multiple addresses(I don't see the point for now) it's more safer I think to generate them in different folders copying or extracting dcraddrgen.exe and running it into those different folders.
windows x64 i tested win10 、 win8 ,win32 i tested win7, when i type 'OK' and press enter,the 'keys.txt' can't be generated .

hi the keys.txt files isn't generated when i press enter, i just see the "One you have stored " text again ... i tried on windows xp,7 and 10 SOLVED: i should read the text more carefully and type "OK"
