I have the decred wallet running, started dcrd, pointed CGMINER to 127.0.0.1:9110 and it looks like it is going but I do not know how to tell if it is actually working.
did you run dcrd with the miningaddr flag? Once you start cgminer, you should see in daemon if connected and check for any errors (RPC/TLS etc) cgminer will then start to mine and you will see when new blocks enter the network to be worked on. What speed are you hashing at? As at the moment solo mining is not very profitable unless you have a good rig or mine in pool.
