Those are proposals which involve changes to the consensus rules and are accompanied by full blown specifications and implementations, so there will naturally be a relatively small number of them. What you are probably more asking about are proposals for myriad other topics such as budgetary concerns and promotion. Those types of proposals will be done via the upcoming Politeia system for which there was just an AMA.
Is politeia an opensource project? Can I see the alpha version, and participate as a beta tester? Please dont forget me whenever Politiea arrives.
Yes, it's open source. If you follow that AMA link, it has a lot of answers to probably at last the vast majority of your questions. For example, you can find a link to https://test-proposals.decred.org/ there.

Better visibility of past results is in the works within our dcrdata project, which is Decred's own custom blockchain explorer written in Go from scratch. More hands for testing Politeia are very appreciated. Perhaps the best way to join the effort is visiting #politeia channel on our Slack. In addition you can have a look at open issues in politeiagui repository. Regarding the "real governed coin", despite the funding aspect of governance is not fully decentralized yet, I would argue Decred already has more working decentralized governance than any other project out there. Coin holders already have the ability to govern (control) the blocks since Feb 2016, and have a process for coordinated network upgrades since April 2017 that eliminates all the controversy around contentious hardforks.
Yes if you ask about proposals. It was launched in October and you can find proposals at https://proposals.decred.org/ We already had a few successful votes. A more fundamental governance system, on-chain consensus votes, is live since Apr 2017 and it also had 2 successful votes to change consensus rules.
Is there a quality check in Decred where we could see whether the approved proposals fulfilled their declared goals? For example, in dash there is https://www.dashwatch.org/ Do you have something similar here?
