Branding something is really not necessary initially. Bitcoin took a lot of time to reach it. It will also depend on the logo attached to the software. I would assume that in due time we will get the option of posting a 3 letter set which will produce the icon already possible to view at the top of this page. Much as when I intend to shorthand write my amount of Bitcoin I would instead use the following: Ƀ
I think DCR is already taken up by some other token. XDC was decided but unfortunately it is taken as well recently (https://bitcointalk.org/index.php?topic=1335693.0). I am not sure if we can claim it now as we didn't announce it publically. My suggestion was, if 4 letters are allowed then, DCRD is good.
The issue is that a great many projects have "claimed" tickers. If a coin has no volume and/or is hardly active, it's fair game. It's never an easy and smooth process, but like you just pointed out, a new project pops up every day and announces a ticker. There are only so many options available. DCR is Decred's abbreviation in the same way as BTC is Bitcoin's. If an exchange is prepared to list it as such, the project will support it.
deltacredits has taken DCR but the only market that uses it is YoBit http://coinmarketcap.com/currencies/deltacredits/
