Well, DCR is the first crypto-cucrrency I've bothered with, but to my novice eyes, that procedure looks a bit like a joke. But, yes, you can create a wallet and take it offline. Just create the wallet, get an address, and archive the wallet folder. Some highlights of the BTC guide that I think are particularly laughable include: "Send it to your 5 best friends by email attachment and ask them to save it for you" "Save it on several USB drives and CDs and store them in different geographic locations" "Before switching your computer on again, remove all power sources for about 1 minute. Physically remove battery from laptop." These suggestions are a little over the top. The TREZOR device actually seems kinda nifty though, and I do have my wallet on 2 USB drives... Anyway, in Windows land, using dcrwallet default folder locations, your wallet db is stored in %localappdata%\Dcrwallet\mainnet\wallet.db. And the block explorer for a Decred address would be something like "https://mainnet.decred.org/address/DsyourSuprsecureWalltetsAdddy". As far as encryption goes, I would suggest a VeraCrypt drive to avoid any potentially insecure unzipping process.
