If you check the block explorer for that address, you will see airdrop was sent to it: https://mainnet.decred.org/address/DsTJxHD73qabVnZbsBoQ4dortDUKPmFjUDo You just need to import the seed for that address into a wallet and it'll be there.

Your best bet would be the web wallet if you're not familiar with a command line interface. @davecgh wrote a guide on just that.
I got the decred on block explorer decred money in account 282.63795424 DCR I tried to send it over to my dcrwallet but it says insufient funds. I put the seed in when I started back in early jan. and clicked ok. I do not see anywhere on my wallet to put seed in again. What am I doing wrong. Thanks.
Ha Did you save seed when you created the wallet to send airdrop to? If so. Just create new wallet and import that seed then let it sync with deamon. Run get balance command and see if that works.
You will not be eligable for the airdrop as it happened some time ago. You can buy decreds from bittrex and bleutrade to acquire some coins. You will need to create a wallet to begin and get an address to send them too. There are lots of guides on the forum to help you get started wirh creating a mainnet wallet. Welcome to the decred community!
The instructions when you generated your seed stated that you needed your seed to claim the airdrop. If you do not have your seed or its hex, you are completely out of luck. There is no way to recover it.
