If i decide to seriously go all in to this mining biz will my ISP at some point have a problem with it (will i face bandwidth throttling/caps,fines or ban)

I live in NYC and came across this https://en.wikipedia.org/wiki/BitLicense

is it legal to mine crypto in my state?

Any feedback and answers much appreciated~

I don't think you're going to get lucky enough to find a lawyer who specializes in NY crypto currency regulations on the forum here. Even if you did, it's not wise to accept legal advice over the internet. With that said...

The page you linked says nothing about mining. My interpretation is that if you're not running a business that deals with crypto-currencies, you will be fine. I can't imagine that an ISP would play a role with enforcing BitLicense (other than providing information to the feds if you break a law) but if you're worried about them seeing what you do then you should use a premium VPN service.
    Good luck!
