They both go to the PoW miner that includes the transactions. The txfee is the fee for the split transaction and the ticket fee is the fee for the ticket purchase transaction.
Hi Dave! I have a kinda stupid question although this might be of general interest. I try to buy at ticket with a transaction fee of XXX and a ticket fee of YYY and I fail to purchase a ticket. What do I pay? Do I always pay the transaction fee of XXX?
Correct. The split transaction is mined into a block regardless of whether or not your ticket ultimately gets mined into a block (tickets that pay more fee will be selected first). So, you do pay the split tx fee regardless.

No, the ticket fee isn't paid if the ticket is not selected. However the split transaction fee is. That one is almost always just 0.01 since it's a normal transaction and there currently is no competition for normal transactions.
we can call it the ticket phew i know this isn't exactly a pressing issue but in the distant future when POW mining rewards are near zero and and the network runs only by fees POS voters didn't get any of them ?
Yes, we have discussed including all transaction fees in the split to PoS (and dev org) just like the subsidy does for the reasons you noted.
