In short: governance. Where Bitcoin has taken 3 years to argue over and fail to select a scaling solution, Decred did a block size update vote on the testnet in a month, and voted to implement the LN on mainnet the following month. Decred hosted the first hardfork in crypto history where the community came together and voted on a solution to implement(stake ticket price scaling), and the miners and developers couldn't stop them, and implementation is being pushed in to allow that same community to submit their own vote proposals.

This is in addition to a very knowledgeable group of maintainers with a focus on the best for the community. Nearly a week before the new scaling algorithm was scheduled to go into effect, for example, the community again came together in an agreement to purchase staking tickets at much higher than optimal prices, in an effort to get tickets to the target price faster, and not have to wait months for the price to stabilize. To anyone who wasn't in on this agreement (myself, for example), it looked like the new price algorithm had gone into effect nearly a week early, and despite skepticism I have privately voiced, the new algorithm seems to be working.

Finally, in all of this, the Decred maintainers and community have demonstrated that they are forward-looking. Decred already has double the network capacity of Bitcoin due to the 5-minute block time vs. Bitcoin's 10-minute, but the community has already worked on techniques to eliminate Bitcoin's congestion problem when it does come up, and proposals have even been made for ways to solve other coins' governance problems by voting on the Decred network.

It is very likely that the first two cryptocurrencies to implement the Lightning Network will be Litecoin and Decred, and Charlie Lee has made it no secret that he owns some Decred and is looking forward to the possibilities unlocked by the two currencies being able to work together. Meanwhile, Bitcoin is mired in disagreements and hostility which have only gotten worse with each passing month, and the Segwit2x compromise (which, honestly, I think is pretty reasonable) has only served to fan the flames.
