Where Is The Block Reward For Pow And Devs?

    In this one block: 000000000000101047a62b64d71a4fadc804777e5b99939bac5474f936bfacf9

    there are no transactions for dev subsidy or PoW miners, just for the voters, which this time were only 3. Is that a bug of the software?

    Oh, Ok, I must admit that I wasn't aware of that. Is it written anywhere in the docs so that I can have some further info on that?
