I use blockchain.info create account and store my bitcoin check balance, send/receive where is this service for Decred?
Currently there is wallet.decred.org where you can create a web wallet and store, send/receive your DCR.
with firefox 44.0.2 when open page redirect to "https://wallet.decred.org/#/disclaimer" click on Agree page redirect to "https://wallet.decred.org/#/disclaimer" again
Dont use web wallet currently, there is known bug with sending coins from web wallet, that is being worked on.
