For POS mining U need coins before hand to buy tickets, for POW mining u need hardware(GPU) that can run for long time and has a good hashrate

How would one get coins before mining? Where would you recommend mining?

You need to have a good graphics card, and choose a pool. One list is here. https://dcrstats.com/pow Another is here. http://d3c.red/ Note that they do not agree... :) Supernova is the 800 lb gorilla.

You can buy them from an exchange. www.bittrex.com and www.bleutrade.com are two that I know carry DCR. In order to use them you'll need to buy one of the other popular currencies from a fiat exchange first. I only know of www.coinspot.com.au because I'm in Australia, but I'm sure you can find one in your currency.

Kraken is great for EUR, USD, and CAD: https://www.kraken.com/
You will need to provide some personal details, but no ID scans or anything.
